Just what exactly is Capcom's modus operandi on nerfing and buffing?
This shit has been confusing me for years.
They nerf already poor characters, they give buffs to already strong characters and sometimes take good characters and throw them beyond the nine layers of low tier hell.
You'd think with actual pro players in the development circle, this would be mitigated but it just increased the bizarre buffs and nerfs. Sometimes to angering levels (remember Sirlin?).

What could be done to fix this?

I only know basic stuff but basically you have great buttons and anti-airs so you should play neutral and poke/aa till you get a knockdown with lp mixer and then you can bully people with frametraps and tick throws.

At lower levels you should learn the dash cr.hp meaty after mixer since it covers both normal and back recovery that alone should win you games against people who mash aka most people online, also don't bother with the shimmy in gold and lower people just mash.

Rashid's cr.hp is in my opinion the best button in the game even after the nerf just learn your spacing and don't whiff it, I have the flu right now but I can play with you another day if you're EU.

It also doesn't make sense at all. He looks like that in V, which is supposed to be placed before SFIII and in that game he has the classic design, so the design change feels forced.

It's one of many things in the game that shows you they don't really put much thought on stuff around the game and the series in general.
