Actually Iraq itself isn't, but the Iraqi states should be treated as civilized states under Ottoman rule. The problem is that the Levant should as well, but there's no way to do so.

I have yet to order my units in the south, but that is a task for tomorrow. Made some good progress, opting to rush straight for Smolensk up in the north. While going for a slightly slower approach up towards the baltic states to make sure I encircle as much as possible.

I might be retarded because I've just started playing HoI IV as Nationalist Spain and I just can't wrap my head around the whole battle plan thing.

I played the tutorial already but when I tried to draw the attack arrow things and executed the plan as Spain my soldiers just stood on the borders doing nothing while the Republicans conquered my stuff.

It just seems so needlessly complicated, and I've played Distant Worlds.
