Regarding 4GO, I doubt the decision to only include the CPUs as playable was taken lightly. I'm sure they carefully considered whether it was a good decision or not and had to make a number of concessions on it.
I think that 4GO should be seen as an experiment first and foremost. They probably don't want to bet too much money on this single project.

As for the fan issue, I don't think it's that big a problem. Just because a game does not have their favorite character does not mean they'll drop the entire series, generally speaking.

RB 2 is basically RB 1 with 4 party members gameplay-wise, but lower in every other aspect except having more endings. If you don't like Nepgear, you can skip it

RB 3 is decent and gameplay is slightly improved: like the introduction of challenges (eg. use 100 skills to get the character EXE Drive) and the EXE gauge is removed in favor of every character having 1000 SP divided in 4 parts. Also a slightly different combo system

Whether or not you like rb2 is going to come down to whether or not you enjoy seeing Nepgear through what is really a difficult struggle for her. If you get annoyed by her lack of confidence and the way she can seem like a pushover a lot then you might not like it as much

Regarding rb3, storywise it is the best of the rebirths, but they jack up the immature and childish meter to 100 when it comes to Neptune's personality. She can be really selfish and mean at times. It's a good game, though.

If you end up liking them, you should look into Megadimension Neptunia VII on pc or ps4 too. That game fixes the problems with both nep sisters by making Neptune kind and cute again and Nepgear not quite as useless

I find 2 to be the overall best in the series. But I personally liked the more serious tone and I think it meshed well with the lighthearted moments that the Nep games are known for.

3 is still good, just not as good as the others since most of the characters are unlikable and the story takes forever to go anywhere. Though to it's credit it does have a ton of content including a short post-game campaign (you have to get the true ending to unlock it first) along with additional dungeons to explore, not counting the DLC dungeons (which are free, along with the DLC characters). The game does have some fighting game esque meter management added to it since your EXE drives are tied to your SP instead of it having it's own gauge like the previous 2 games. Though it's important to also note that the game doesn't give you each characters individual EXE drives, it gives you formation and coupling drives. You gotta unlock everyone's EXE drive by getting the Special Girl level 2 achievement to unlock the plan (Broccoli being the exception if you got the DLC characters because her EXE drive is unlocked through an event)
