For some reason, yeah.
You could theoretically shoot the corners of the shield without charging the Zarya, but it's really not worth the risk in the middle of a team fight. I usually just switch to a higher priority target, unless the destroying the shield would have a huge impact.

Let's speculate about Oasis for a bit
So far almost all maps had connection to a main story
This building is a pretty big landmark, but not presented in a gameplay.Surprisingly we also have a lot information about it

Multi-tank meta got hit hard.

Ana is still op as all hell. Her burst went from doing 325HP in 2 seconds to 283HP in 2 seconds. But the duration of her anti-heal got cut to 4 seconds, which seems minor but it matters quite a bit in the long run.

The D.Va nerf serves to bring Zarya and Winston back into the meta. But the Roadhog nerf? Yeah that's big.

Hog needing LOS now means that not only is he incapable of dislodging enemies angled at higher ground, he also has to be completely out in the open himself to try getting a hook.

Rein, D.Va and Winston do too little damage. Zarya does a lot of damage if the player is good, but lack of mobility means it's pretty rough for her to actually confirm kills on many heroes. Hog's ability to get picks before initiating a team fight is now way way WAY below that of a good Hanzo and anybody who's ever actually played Hog above Plat knows he's just a mediocre DPS and poor off-tank without his hook.
