Someone like Arturia is actually physically on par with a normal person. In F/SN, she is summoned as she was when she was alive, and then reduced in power by the Emiya family being shit-tier. Her stats in UBW under Rin are reflective of how powerful she actually would be. Notably, her physical abilities are about that of a normal human girl - Mana Burst is a personal skill elevating her abilities.

Servants such as Cu Chulainn, Gilgamesh, and Herakles who are demi-gods have excessively high physical abilities. Herakles is dramatically weakened by being put into any class container. In the case of both Cu and Herk, their personal skills and Noble Phantasms are so wide-ranging and powerful that it is impossible to summon them with full power into any class container. And based on comments from Enkidu, when Gil uses GoB and Ea as an Archer-class Servant, they are dramatically weaker than what he used in life.

Despite being supposedly smarter, Caster Gil was acting like an idiot who caused a lot of trouble because of his ego. He became a Caster in order to "prove" Goetia he could do it too and he sucked at it. He summoned Servants who he couldn't maintain and were lower than Shirou's Saber tier in prana. He was too prideful to accept (your) help which led to assign (you) weeks worth of stupid tasks when Tiamat's shit was on the countdown, and a lot could have been averted if he had listened to Roman or Merlin since the beginning. But let's be fair, he actually eventually caved in and realized he was being fucking stupid, he asked Roman's strategy and plans, he began relying more on Merlin and (you), and eventually decided to ditch the Caster stuff to go Archer. But a lot of Babylon tragedy wasn't on (your) head as people meme, it was a result of Gil taking awful choices and fucking up.
