Im deciding between German BB, Soviet DD, Soviet Cruisers and German Cruisers.

Because at the end of the day, there's only 1 victory condition, and the other stats like damage or K/D or survival rate might give more insight but aren't really important or useful if you're only looking at a single metric, whereas everyone has the same opportunity (at least in solo games, and over a large spread of matches) to affect their team's chances at winning positively or negatively, which is what WR is an indicator of.
Because it's measured relative to other players it gives you an insight into how strongly/consistently they can influence matches so that their team wins compared to how another player can do the same thing, someone with a 60% WR is clearly contributing more than a 50 or 45% player, otherwise they just wouldn't be winning more often.
Though at the end of the day, playing with people and just judging for yourself is probably the best way to see if a player is good or not.

Because they're easy to fuck up for the most part, and people have enough trouble playing crusiers as it is without them being extra big targets and having less armor.
They're the sort of powerful that in the hands of someone that knows what they're doing can end up being stupidly strong, as opposed to something like German BBs which are powerful partially because they're so forgiving and most players can take advantage of.

Because there's no reason to play them outside of rushing to the OP line. There's more to ships that raw performance and top scorers.

I've gone up to the Khavarovk and Gearing. I've recently finished the Buddy and also own an Aoba. While the russian ships are massively, undoubtedly superior to the other two, I enjoy playing Gearing and Aoba a lot more.

DE + Flags Ducky sets fires like an unboosted Zao because of the sheer number of shells she spits out. Starting a couple fires then switching to AP nets you tons of reliable damage. The best is when you bait a BB into DCing a couple fires, switch to AP while DC runs its course, then switch back to HE and get another couple fires going in a handful of seconds. It's extremely easy to pull this shit off in DE Ducky.
