It consumes energy if you stand still, just a little, stealing does not.

Continuity, Flow, FE, Streamline, Intensify, Narrow Minded, Blind Rage, Power Drift, Infiltrate for Artemis Damage, low range makes it difficult to steal energy orbs. This build is good for tasks like Interception and defense.

Continuity, Flow, FE, Streamline, Intensify, Narrow Minded, Blind Rage (not maxed, keep your efficiency up), Power Drift, Stretch for solo prowl, might switch Blind Rage for Infiltrate to move faster and for spy missions.

Lower Narrow Minded for team support with stealth arrows.

These are builds that I use.

Also you will need a bow with damage and preferably fire rate mods to buff up Artemis Bow, higher fire rate makes it faster to shoot horizontal volleys to wipe large groups.

60% multishot and some element is what I have on my Riven. It's barely worth using since you can just stack a bit of status and damage and come out better than a Riven. I might try to roll for firerate and flight speed instead of the usual culprits. Gunslinger is p good tho.

Yes, he is. He really, really is.

His 1 is OK. None of them are super duper fantastic.

His 2 is abysmal. It's a fixed-location power in a game that relies on mobility.

His 3 is terrible. Flight time to allies, during which they can die. It stops healing is they hit max health, even if they hit death's door a microsecond later. The combination of a timer and a drain cost per second, the worst of both worlds.

No. 25 energy per cast and it's nowhere near as reliable as Irradiating Disarm, Chaos, or any of the other preferred methods of CC. Damage drops off hard over time too due to enemy scaling.

He is fairly fun to play at low levels. At high levels, he has no scaling, his powers are useless, and if you want to use a slot on a Warframe with actual Jack of All Trades (and Master of a Few) abilities you're better off with an Equinox by far.

If they roll his 2 and 3 into a single toggled aura ability then give him something else (eg, a buff that applies radiation to everyone's melee damage or some shit) then up the damage, CC utility, and time taken for enemies to get back to their feet you'd have a usable frame.

Not particularly great, but usable.

Not even just this but Oberon's defenders go on and on about his "versatility," as if several of the frames you mention here can't fill the same sorts of roles Oberon can aside from *maybe* healing and do them better at the same time.

And if healing is really such an issue, drop a Mantis beacon, Health pizza, Life Strike or whatever the fuck else. Oberon doesn't have Trinity-level heals, or even Equinox-level heals. Bringing him along because "Buh buh but I can heal, you guys!" is just moronic. Either bring a frame with better buffing and mitigation abilities, or bring a pure healer.

I'm positively horrible at Spy Missions but I was curious, what would be the best Missions to get Ivara at? My Kryptonite is diffidently the Grineer Underwater ones, I have no idea where to go in the underwater ones.

Also, are there any Syndicate Mods I should get for my Loki to help with stealth? Anything worth while?

I did oceanum on pluto. Gives decent exp so I could kill two birds with one stone and level weapons while I farmed her. Loki with efficiency capped and duration as high as I could get it. Hush equipped on main weapon to take out cameras.

Though I think her parts drop from moon spy too and you can actually make decent plat off of that so I would recommend them instead. All of the spy missions are a cakewalk once you just understand where the hell to go.
