What he is complaining about is something I see with the likes of Fiora, Darius, Nautilus, Poppy, etc

With other champs you have to try to outplay the laner and know when and how to use your skills.
With those you kinda faceroll and wait for your cds.

item builds on some champions are pretty set in stone, others have more dynamic item builds.
Obviously these aren't everything, there's a lot of aspects you can improve that aren't knowledge like farming, kiting, positioning, map awareness, ability to hit/dodge skillshots etc.
