Make no mistake, Levi is why that deck is able to work. Their chances are winning are directly proportianal to how many Levis they draw. Take out that card and the shit falls to pieces.

Yes, Dredge is tier 1 in Modern. Its a powerful aggro-combo deck that puts 15 pts of power by turn 2-3 but gets held back by gy hate (obviously), getting combo'd out and getting Anger of the Gods by Gx and Delver. Granted, Cathartic Reunion if pushing it, the deck is alright

Cathartic Reunion, Insolent Neonate and Prized Amalgam made the deck viable. Its funny because when it first came out by T8ing a tournament, the pros said it was too inconsistent to be good. Lo and behold 2 months later and the same people are crying about it, people clamoring for bans when Infect and Eldrazi top 8s more often.

You obviously don't play Sword, so I will enlighten you why Otohime into Sage does not work right now.
Otohime has never been a good play from behind. Never has, never will be. When you're ahead on board, it's a good play, yes. The problem, however, is Daria rune.
On average, a turn 6 Daria board will be significantly more dangerous than any Sword board. This is, of course, assuming that you actually have a board from Levi evolves. If you try to play Otohime in this situation, you're basically inviting yourself to lose the game, as you've got a 3/4 and a bunch of 1/2s staring down a 5/5 and an assorted amount of 2/2s. Now, because Daria Rune is so oppressive, people started bringing in a shit ton of board clears in every deck, which is basically anathema to Otohime. For this same reason, Sage has also fallen out of popularity because Sword simply can't build up a board fast enough against all the people teching against Daria.
Another reason, albeit smaller, that Otohime has fallen out of favor is because she's a dead draw against Aggro Blood unless their board is empty, which at that point you've already won anyway.
