Why does Shen have 400 energy instead of the usual 200?
It's actually a lot less manageable due to his high costs and leaves you without energy after using taunt most of the times.
After 4 years of playing him, when the rework came live I was astonished by how unfair it was for akali/zed etc to spam skills and Shen having to manage the energy a lot better.

Is there some actual reason for this?

more seriously, in a generic mmr based matchmaking system, you are a "new player". this doesn't mean bad player, it means no idea what the fuck you are, maybe you are braindead or a challenger smurf. it just throws you in with whoever is in queue, who may also be bad or good, until the mmr sort themselves out by having enough games played for it to settle down. at that point, you may be playing with and against people around the same mmr, but you'll still be complaining "WHY ISN'T THIS BALANCED" because the point of balanced is that shit happens and you are where you should be when you win and lose about equally often
