The purpose is to confuse people who think it'll work on AoE specials and to make your pulls worse when you think you've pulled an attack boost medal but really it's attack boost all.
Really though, its activation rate is slightly better than AB1's but again that doesn't matter because it doesn't work on specials and that's where the overwhelming majority of damage comes from.
