I need you guys' input on my hardware, let's say that I have:

i5 2500K OC at 4.2GHz
750Ti
8GB RAM
CSGO on a SSD
Windows 10 Pro x64 with nothing running besides Discord

How many FPS should I get? Knowing that I run the game with everything on low/off except shadows quality (very high) and AA at x4? 1024x768 stretched. I've unparked my CPU, changed my NVIDIA settings for CSGO to match "max performances" guides I've found online (shader cache off), drivers are all up to date, nothing weird running in the background (fresh install).

I was keeping an eye on my CPU/GPU usages while DMing:

CPU: max usage I saw was 90%, max temp at 133°F (56°C)
GPU: max usage 35%, I don't remember the temps but they were ok

The thing is: I can play without any problems at around 250/300fps for a few minutes then it'll slowly drop to 130/170 (I usually play with FPS capped at 120fps anyway) with huge drops to 50/80 (in DM mostly, happened once in a match), I'd just like to know if these performances are normal with this case or if I'm supposed to have much more FPS.
