We've already seen the exact same power in Future Gospel: She doesn't predict the future, but instead defines a future that can happen. So long as she can visually observe something, she can enforce that a certain thing will happen to it. The limitation is eyesight. If Gilgamesh is 50 miles away from her, and she sets the future "Gilgamesh dies", it will do nothing. If Gilgamesh is in front of her and she defines the future "my sword will pierce Gilgamesh", the moment she closes in, her sword will pierce him.

Beyond this, there are two other vulnerabilities. First, if something happens to her before she can fulfill or see the fulfillment of the defined future, she's fucked. If something comes out of left field that she doesn't expect, there isn't much she can do. So in our hypothetical Gilgamesh scenario, if Enkidu suddenly burst out from behind her and held her in the air, she can no longer pierce anyone with her sword. Second, though less applicable, is the Mystic Eyes of Death Perception - if someone possesses that power, they can "see" the future that is being defined and "cut" it, completely neutralizing her power. Of course, the only people with that power are Shiki, Shiki, and possibly King Hassan, and it's unlikely even Void Shiki can keep up with her, leaving only King Hassan, if that is truly his power, as a potential candidate for that sort of melee.

She's probably B-Rank at the very least, but she's not in the same tier as Servants like Gil, Heracles, and the other power level favorites.

She can man-handle a good number of bosses pretty well thanks to her deck and Jacob's limbs, and is a buster Gorilla.
Tarasque puts defense down before it deals damage which is great. She has good bulk as well due to being a ruler and has a heal, and has an NP charge on a fairly low cool down.
Her brave chains are pretty good for stars and NP.

However, she is severely lacking in offensive abilities, and definitely needs support to deal good damage when Jacob's Limbs isn't applicable.
Also Ruler Skills are suffering to level because of how many skill stones they need.
