To be honest, I would rather have lore abilities. These bond CE's take a very, very long time and an awful lot of effort to obtain, and to get some lazy half-assed generic ability with a couple lines of text. Really, we ought to be getting new lore information for every level between 5 and 10, and we don't, so at the very least they could put in some effort and have some relation to lore. Een if these CE's were almost unusable, it would be a better reward than what bond CE's currently are.

Once my sleep deprived brain processed the other words it lost a lot of it's luster since you can get 25% permanent from limited over zero and numeral is only 3 turns 30%. 30% np too would give it a bit more use for clearing.

Numeral is a bit iffy on daily quests. Sometimes it's active, sometimes it's not. Not entirely sure which daily maps have sun and which don't, or if it's random. But I do know I rarely see it activate.
