Quna and Katori have residual popularity and should rank okay. Got in the top 3 last time.
Matoi and Hitsugi, the latter that has had more scenes than probably almost every other character combined for this episode, are the characters to beat. I'm unsure of how most people feel about the MC hijack and if they're stupid enough to buy into all the uninteresting anime high school shit we were forced to sit through this episode.

Lisa will probably do fine as well due to getting a lot of cameo scenes and also ranking well last time despite not doing anything important along with most of the non-earth characters.

The male section is a lot more debatable.

Not sure how I feel about them not including the anime characters, on one hand I get to see them a lot less, and on the other we don't get to see them blown the fuck out into the bottom of the charts by the actual PSO2 characters/there's less characters to take up "trash slots."

Please, it basically gets you an extra PA every 5 actions while you have WB loaded, which is almost always unless you are fighting multiple bosses at once. It's really fucking good.

Moving Snipe is pretty garbage in my opinion, you only really do basic attacks while moving around so who the fuck cares. I'd much rather use those points to get more PP to spam more as soon as I have my Standing Snipe bonus again.

You get 50 RAtk with 33% uptime for 1 point in Power Bullet, since you use WB on CD, which is something you most definitely do, you get 16.66 RAtk for that 1 skill point at all times. Meanwhile 1 point in Shooting Up 1 gets you 3 RAtk. 16.66 > 3. It's not hard.
You can even increase the value further by taking another Special Bullet skill like Panic Shot to ensure you always have the PP Reduction going, you know doubled the value of your Power Bullet points and increased the uptime to 66%.

To activate Standing Snipe the server has to realize you are standing still, you can force that by doing any action that locks you into place which can be useful if you have huge latency, once upon people used to use Crazy Swing for that but I'm not sure that's still ideal. Moving Snipe is a huge waste and does nothing to that effect.
They are probably talking about the Slow Dive Ring. It makes Dive Rolling super lenient, almost to the point of Mirage Dodge, but your damage is obviously going to suffer a tiny bit

Trying to do TAs optimally teaches you how to move properly which you can use absolutely everywhere in the game. There is a lot of depth to character movement that's not readily apparent by just playing normally and getting consistent enough at the harder cancels to use them in combat takes a lot of practice and muscle memory, TAs help with that quite a bit and give you an easy way to measure your improvements.
