I think it is safe to assume anyone be human or digimon can use the spirits, as I think it was a shamamon evolved into vritramon.

Probably using a human host rather than a blank slate digiegg makes for stronger warriors as seen with how duskmon was the strongest (plus all of the evil spirit warriors were infused with lucemon energy via cherubimon who was also infused with lucemon energy and corruption)

It's a few days late but I am watching episode 43 of 02 in my holiday watch list and man this episode pisses me off. Why won't they use their two Holy types against the dark type spooky skeleton? Imperialdramon already fuxking jobbed to a perfect so he's too damn useless to use at the moment. But nope, all the Digimon including the two Holy types give up the power Qinglongmon gave them to boost the chosen digimon stats and allow them to evolve since the bullshit way they nerffed them all is still into play. Always wondered if Sakuyamons evo sequence in tamers was supposed to be a contrast with the other two. She was the only one using traditional animation, while everyone else had CG. I always thought that it was because renamons entire line was about magic and spirits, while Terriermon was getting more and more technological, thus using a more modern style evo animation, while Guilmons line also had some Technological aspects.(Wargrowlmon+ Gallantmon does come off as slightly robotic). Or maybe I´m just overthinking it.

In Impys defense, as hard as they made him job, there is the fact that Mr.Bones is OP as fuck, has even been classified as an Ultimate in one of the wonderswan games, and has an attack that straight up fucks with the opponents data itself. And yeah, that was a very selective way to decide when an attack has its profile properties or not. Man, that episode was pretty dark. Slash Angemon was a warmonger who liked to punish people for the sake of JUSTICE even when their crimes were totally unjustified. He even killed a Puttimon for a "crime" he probably didn't commit.
The problem was that the other candidate, Lucemon, was no better and he was an spy from the Bagra Army, and didn't care about Heaven Zone or the situation of the inhabitants. He just wanted to be the president only to obtain the Code Crown and thanks to his avarice he almost destroyed the entire zone.
So, in the end, they didn't have any options. It was or stick with the old reliable warmonger tyrant or elect the two-faced digimon who only wanted to give the land to a foreign empire.
I seriously hope they managed to live peacefully after all that shit.
