Probably not. They might be regular premiums, but that's because they're T7, well within the regular premium range.
The giant free XP cost ships look like they're going to be for the T9/10 sister ships like the Iowas and Musashi, and maybe the Fletcher clone, and it's specifically because they can say that they're not really selling top tier ships because you can get them for free and you still have to grind out the XP somewhere (even if they really do just want you to shekel it out) and as more of a "long term endgame goal for experienced players", while they can also justify charging a bunch of money if you actually did want to just buy them.
I really don't think we're going to be seeing them replace regular premiums so much as a way to get around them saying they'd never "sell" premiums above T8.

I have a matchmaking question. I know that if I have a ship with premium matchmaking and div up with a higher tier ship, they'll pull me up. What happens if they are the same tier as me? Do I get pulled up anyway since they can see +2, or do I hold them at my tier?

The whole thing is going to take about 171k experience. You have a month to do it. That's roughly 6k per day. All post-modifiers. It's really not going to take any more than casual play to unlock. Getting it in time to finish the other campaign is a bit tougher, but still totally doable.

I have not doe so well since breaching tier eight. I haven't been deleted yet, but tier ten guns hurt a lot. I'm trying to abuse the spotting system, but I'm having issues hitting my targets. When I do hit, I mostly bounce or shatter. I finally tried to actually close the distance, but it only helped my accuracy/damage marginally while ensuring that cruisers and destroyers eat me alive. Oddly, I'm mostly ignored by other BBs until it becomes clear to them that I intend to brawl.

Why did I ever go up the RN cruiser line? German AP is so good.

I got 4 kills in my first game with the Warspite. I never found BBs that fun but the Warspite seems actually entertaining.

Should I go for KM cruisers?

I'm mostly looking for Cruisers that have strong T7 and upwards, because that's where you spend most time.

It is surprisingly difficult to do well in. I'm reserving judgement until I get concealment expert in about a point and a half. As of right now, my detection range is .4km longer than my torp range. Honestly, it'd be okay if it wasn't for being lit up by radar all the god damn time. The most fun is sneaking into other DDs' smoke screens and ambushing them with the hydrophones.
