I actually kind of like the Stormcloaks more. Not because of their ideals or anything but because the rank and file just seem like nicer people. Like if you see an Imperial patrol, they'll warn you off and will attack if you follow them. But the Stormcloaks are pretty chill and will happily let you tag along if you see a band of them on the road.

Morrowloot Ultimate Simplified + PermaZONES. Scarcity is also a must for sure.

For combat, I use Vigor, Combat Evolved, Ultimate Combat, TK Dodge, Lock-On, Attack Commitment, & Souls QuickMenu. Obviously was going for a Dark Souls feel when I selected those mods and so far I have not been disappointed.

Why does everyone like a de-leveled world so much?

99% of mods that provide this are shit. Skyrim wasn't made for such mods and therefore you often trouble to either progress whatever stuff you were doing (lul @ lvl 25+ draugrs in the first story dungeons) or forces you to level through shit like Alchemy or other things.

So why do people, at least some, like it so much?

Personally i find it much more enjoyable when the game stays challenging and you can't outlevel any zones.

That does not exist tho.

All the current known mods just crank up the levels almost near randomly in the world, amplifying known issues with skyrims balancing. And there is also no order, no system behind this. Normally areas early for skyrims guilds should have a lower level, but its completely random instead. You get send into a cave with level 12 enemies, just to be send to another right after with level 45 enemies. There is no system for this since skyrims world itself was not build for a de-leveled world.
