Yes she's good, she learns a ton of useful stuff under her Dragon command and you can make it hit for 9999 every time same as one of Zidane's by killing enough dragons. Tons of useful support commands in there too, and Jump is good. Her Trance is also nice because she is COMPLETELY INVULNERABLE during its entire duration. Plus unlike Steiner she doesn't require another party member to work.

Also, and I don't know why people ever seem to have this thought but I have seen it happen so I'm just going to mention it: Spears in Final Fantasy do not do full damage from the back row. Freya is a frontline character.
