Does Gilgamesh really need any character development at this point? His character development was already done thousands of years ago. We've seen how he reacts to the modern age in F/SN and F/Z, we've seen how Enkidu being present would change that in F/SF, we've seen how he would act in the context of the Moon Cell in F/E CCC, and we've seen him as the actual perfect king now in F/GO. Most of his traits are present in all, but the reactions and intricacies are different. He's never been much of a "dynamic" character in-work because he doesn't need to be.

That just means that you like him as a character though? When you make statements like "best written characters", it's supposed to be at least somewhat objective. So far Gilgamesh has literally done nothing as far as developing goes.
Richard at least revealed that he's not the innocent genki clown everyone took him for, he's not a good person, he's a warmongering crusader and Ayaka shouldn't feel ashamed by his kindness because frankly hes done more wrong than most ever will. He's also not sure why he was summoned despite having no wish and wants to figure why that is.
Alcides is tormented by the memories of his slain children and wants revenge upon the gods. This is technically character development for Hercules or at least we now get to see a new side of him.
Enkidu was only focused on his fight with Gil but now he's concerned for the world itself and planning on preventing a disaster. That and killing Zealots master. Like Richard, we now know that Enkidu isn't a pure little wallflower, the dude is pretty fucking cold actually.
Zealot has ironically developed the most thanks to her monologues but I don't even want to go into hers since it's mostly self pity and frustration with her not being good enough.

Which is exactly what a static character is supposed to do in a story. That's what makes him well written - he is serving his job perfectly. We know, as the reader, exactly how he will behave. You have to treat Gilgamesh the same way Kirei did - more like a force of nature than a person.

Babylon has been the exception to this because, instead of being a Servant summoned into a War, he's a real human bean trying to protect people he actually cares about, so we get to see a different facet of his personality as our main helper.

Characters dont need to develop to be intersting. They manage to be interesting by revealing different facettes of their personality. There is still so much to find out about F/SF Gilgamesh, like, how does he interact with a Master who truly understands this Servant-Master relationship, how are Gilgamesh and Enkidu interacting in the future, how is he going to face other servants, like literally the concept of the plague and so on. thats what i'm most interested in

I think Gil has an interesting writing but regarding SF, I agree we have not seen anything new so far besides some facts regarding his relationship with Enkidu and how serious and at times 'yandere' he would go judging from his reaction to the illusion of Caster Prelati and what Enkidu told Richard. That aside, I think the fact that he is the only character in SF that has appeared in the rest of Fate works, is not giving him any character development or we get to see more of him because it has already been covered in other works, for better or worse.

I do believe though Narita will do something with him. Enkidu is on the game now, it will have to lead to something new. But even if he remains the same and we do not see anything new, I am still fine with how Gil is.
