Some people worry more about whether or not the opponent has meter than if KoD has meter, so they put him first. Same thing with Clark (who I always put on first) or Daimon players (although I usually see Daimon placed at 2nd or anchor) - some people just feel more comfortable trading blows and mixing up the opponent whey they can't fire off an invincible reversal or get a max mode combo off a stray hit.

Maybe animating the bodegas was more work and when it comes to xiii it means a lot of time and money. Remember they had already stalled once and released xii to get more money for xiii, so my guyss they released him with his og moveset so that there was a kyo while they worked on the one with bodegas. Also remember that there were characters that were planned, but scrapped, missing moves and animations. They probably couldn't way more to release xiii since in hindsight we know that xiii nearly killed them again.
