How do you get aesthetic puppets in liccy2?

Still learning, but it seems like the only way to get puppets is to declare war on countries that already exist. Then you can add states they have cores on by using the free people CB.

If I wanted to say, carve puppets out of a larger county, would I have to e.g. declare war on the ottomans to release bosnia, then damage my relations with the released bosnia until I can declare war on it, and then finally puppet it? Could I go on to form Yugoslavia as a puppet that way?
