I'd have to see the full build, but the "deals 1/4 damage base" is a pretty big detriment overall.
I'm not sure if the electricity damage will end up being +95% of that 1/4 damage though, if not then it's fine.
Now let's say you are running all the crit mods (which it sound like you are) so you have at least 4.2 crit multiplier. This mod is increasing your crit chance by 46% total, meaning:
0.46*(1+4.2) = ~ 239.2% DPS increase due to the crit stat. However your base damage is now 27.4% of what it was originally.
Thus 2.392 * 0.274 = 0.655
or 65.5% damage with this mod and vital sense.
If electricity damage is an addative 95% increase therefore total damage should be about
160% of what it originally was, a 60% increase
If the electricity is a multiplied 95% increase it will be 92% of original DPS, an 8% drop.
