I think the problem here is that no matter what effects gear had, one piece would always be optimal for the majority of fights, and for the other fights you'd still want to take in a specific piece for maximum output. It's like an illusion of choice.

But if I ever got a job at Square Enix, i'd create an optional version of endgame raids (ala Savage SCOB) that balances the raids around the highest IL gear possible

for example, if 300 IL was the cap, i'd tune the raid to be balanced towards 300IL gear so you would have to use elemental resistance to survive some mechanics. It would be a raid for the bleeding edge, like Savage SCOB was on release. we need more of that shit.

We got it in 3.0 with Gordias Savage. It killed the will to raid in a huge portion of the community. I doubt SE is willing to make that mistake again.

Maybe if they made is some completely optional thing for the most hardcore players, that would be acceptable. But the main progression raids need to be easy enough that midcore statics don't give up out of frustration.

That said, that vid pretty much illustrates my point abusing whatever is OP. He's using Salvation, Ragnarok, and Dekunda pretty much the entire fight. Once you have the right abilities, the fight is pretty trivial.

There's also RNG involved with instant death attack and critical hits that give extra press turns.

You just have to keep trying. I met both of mine farming ex primal stuff in the first couple weeks of a patch. I'm not a stellar player but I do play healer so maybe that's easier to find a group as. I guess the problem for me is that most people I've met through RF and DF have been silent types, "everything offends me!" babies or elitists that talk big but don't actually know what they're doing.
I've met a few decent, kind people who can poke fun at themselves and others without going overboard, but they're been pretty rare, and almost always aren't on Balmung.

All I want is a group of reasonable, level-headed people that I can relate to at least a tiny bit.

Keep in mind I am using personal experience for this entire post, and cannot speak for Balmung, only for my own servers.

Firstly, join pug linkshells, and PFs. Grab the people from the linkshells seeking a static, and gradually form your own, filling in the spots you need until you find permanent players.
Alternatively, join a Free Company and apply for a position in a raid group and work from there.
I did the former on Excalibur for a while, and the latter on Ragnarok several times and have kept a steady group since Midas.

You're seeking a static at an awkward time in a patch's life, but not an impossible time. You're gonna have to rely entirely on looking around and making new connections if your existing ones don't offer you a permanent static anywhere. Pugging is the easiest way to start out for this, but it means relying on linkshells more than Raid Finder, Free Companies if applicable (I don't know the Balmung situation at all and don't have an alt there to even view it, so again this is all personal experience) and asking in Party Finder
