If you read what you linked you would see that 2 of the steps take 6 and a half months PER CHARACTER to complete. So over 13 months per character. Assuming that is 1 artist, that means you need to pay $50,000+ per character.

Animating a 3d character is much quicker and you can split the work easier or outsource it to any 3d animation studio (even a movie studio).

The dps really messed up some characters

Look at laura and necalli right. The both have very similar normals, framedata, and both have retarded shit in vtrigger. One of the biggest differences between them is that necalli has a dp while laura doesn't have shit.

because he has a dp its more of a risk to pressure necalli on offense and he doesn't necessarily need to ever spend meter on vreversals outside of stopping sim vtrigger

laura on the other hand has no way to get people off her outside of vreversal so she doesn't have access to her vtrigger as much which you can tell capcom made a big part of her game cause she gets so dumb. Toning down the dps makes it so there might be more of a reason to pick laura instead of just picking necalli who did everything better

EX dive grab isn't really reactable, especially not online, you just have to guess. Everything else is reactable, though; chains have to be thrown ahead of or at the same time as a fireball to counter them, even the EX one, so that's just you getting read. Birdie is pretty good at anti-air, so really you're looking to approach mostly from the ground (jump occasionally to keep him scared), throw fireballs mostly from outside chain range (but not so predictably that you get full-screen jump grabbed), and once you've dashed in, don't let up for anything, Birdie does not have good reversal options aside from super so unga bunga away.
