There are criteria but living standard isn't one of them. The three worlds came from the Cold War where First world nations were the capitalist nations led by the USA, second world nations were communist nations led by the USSR and the third world nations were non-aligned nations that tried to resist both superpowers like Yugoslavia, India, Egypt and most of de-colonized Africa and so on.

Third world was never meant to be synonymous with "extremely poor" but because most of the non-aligned nations ended up extremely poor or in violent bloody conflict/genocide the term got its modern meaning.

HPM I'm doing an Afghanistan game right now, is the Durrani Empire decision a holdover from NMM? I really like the effects of it since it gives some great early-game goals to what is otherwise a boring unciv but it's very easy to use compared to the Greater Afghanistan decision. The latter would never be used by the player over the Durrani Empire one and the AI never civilizes as Afghanistan enough to take it with Nationalism and Imperialism. It's also weird that you change your country entirely to one with the name of a presumably extinguished dynasty, so maybe calling the taf 'Afghan Empire' or ditching the extra tag would be beneficial.

I will look them over again and see what I can do. I was thinking about giving them a few free ships when they spawn but I decided against it and instead gave them a reduction to building time for a while so they can have a navy when the war starts.

So I'm not really a fan of giving them free forts but I will see how the war plays out now that they will get 4 to 7 months to prepare.

Well, historically they did throw up incredible fortifications around Richmond, and slightly less impressive ones to the north, in just over 3 months. The original intention behind my suggestion there was to focus the war more like it historically was, in a fight over Virginia which swings back and forth because it's difficult for the US to easily seize control of the highly-fortified coastal areas surrounding Richmond. There was an entire naval campaigns undertaken by the US in the summer of '62, for example, which floundered because McClellan's army wasn't able to proceed past their staging area to actually strike at Richmond due to its defenses.

Also, y'know, just to buff the CSA a bit and drag the war out a little longer, which I do think is really necessary. It's both historical and a welcome buff for a nation which should be really hard to win as, but which nevertheless should put up a hell of a fight on their way out.

Not necessarily hardcoded. If you change a savegame file so a province is in another state, you can still set a state-wide national focus for that state (which applies to the new state too from what I can tell) and both are visible on the right as being effective, although I've never experimented much with it. If it's possible as I remember it, you should be able to mod the interface to have another slot to affect the same state. Look into it and experiment with extreme NF's to see if they work at the same time.

I could be remembering incorrectly, they could have carried over from the previous 2 state NF so they both now affect the same state, but I don't think that this is the case.
