No, its not.
The brains permanent development ends around age 18.
Male growth pattern actually has 2 distinct puberty phases. One between 12-18 and one between 20-25. The first one we all know about already. The second one the shoulders, hips, legs, chest, and face "shore up" by increasing in bone and muscle density but also growing just a little. This is why eyesight fluctuates up to this point as the skulls shape isn't permanently set yet and why tennis elbow and shoulder are also possible before this cutoff.
If you take HRT during these periods you're messing up the bodies natural growth patterns for one of a more feminine build making these changes permanent. I have unusual opinions on the mind and personality. We're no longer the people we were five years ago, much less five hours ago. Those past instances of us are dead. We've all undergone personality changes and shifts naturally.
I'm not remotely scared of my interior psychology or personality being changed from HRT. I know it'll have a net positive impact on me and my life, and set to rest severe issues I have.

You do know HRT is regimented and has several stages that do a wide target and narrow target end goal.
You'll take general estrogen but also estradiol for breast development and proper fat distribution. You're literally cutting out half of the HRT if you merely take the "targeters" which is pants on head retarded.

Its very different. Those pills specifically target neurotransmitters of various kinda meaning it can be highly precise right down to dosage and pill needed for a desired effect.
HRT is an overhaul of the hormonal system which effects all of those transmitters in varied and vastly different ways and can't be keyed in due to the wide unaimed nature of it.
