The main issue is that the whole past character stuff was added at the end of development. They made a way to add more new portraits to the game, but not a way to add new actual characters separate from the avatar system.

If anything, Fates' DLC is lazier in a way since even though this time they knew about DLC from beginning of development they still didn't bother adding actual new characters in the DLC (The Amiibos and Anna are in the game from the start, just locked from player access). Also, I think Awakening's choice of leaving the DLC for random crossover stuff was better than Fates leaving actual story relevant content for the DLC.
