i think your approach is wrong in general
almost every dota hero has some clear interesting concept like "i can rearm items and abilities" man, "i can stun everyone in the screen" man or "i can minorly inconvenience people" man
their kit can synergize around that idea entirely (in case of pudge or earth spirit for example) or have some unrelated side skills (sven's warcry doesn't help him in mowing teams down but nice nonetheless)
of course there are some exception with all around skills, like jugg or mirana, but they are few
so i guess easiest start would be coming up with single interesting skill (it would be most likely his ult) and designing kit around it, the idea of "buff team up" man is too broad if you want to make interesting hero

Make him a more traditional hero with his ultimate revolving around playing a magic song for teamfights. Bard is a jack of all trades kind of dude, so someone competent in physical and magical attacks, both offensive and defensive.

I do have to admit it's difficult to create brand new heroes that are actually very unique. Dota has a lot of variety in heroes. A lot.
So many different abilities and such that it's hard to think of new spells that aren't just gimmicky bullshit.

Honestly his damage output is a meme that's really hard to execute properly since you need to be using both your main hero and clone without being in danger of death.

Pretty much every time he was a mid/carry in elim mode the pros used him like tb, just standing there with both heroes and dying.

His fast farming output takes a lot of effort to get online. You need midas, bots and mjollnir to enter full jew mode and he's got poor innate farming tools compared of other heroes that rely on a significant gold advantage (alch, naga, am, tb, sven). You can't even go the farming build in a lot of games since you need things like blink, force, orchid to stay safe and be a threat.

Realistically he's unlikely to be a really scary presence unless someone like lil plays him to his limit to bring his power curve forward a bit more. He's significantly slower to get rolling than he was.
