Depends on whatever you feel you need to work on. Getting stamina breaks consistent is the easiest part. Comes down to knowing the situations you can land it and when you can't. Everything else is where it gets tricky.
And Rise to Action gives you two bars of stamina. It's one of the best skills in the game. Good for offense and defense at the expense of giving up your damage when you get a knockback.

Mostly it's just the flow of normal fighting. When to block, when to vanish, when to backhit, etc. But I think that's mostly practice and reading your opponents.

Any time when the opponent can't vanish is a good time to stamina break. If you're against another Fembuu, you'll need to cut your reps of your HHHHH - Ki Blast - Dash string short depending on how much stamina they have and what ultimate you're using.

I've heard it depends on the percentage rather than the amount. When you're below 33% of your maximum stamina you recover from stamina breaks much more slowly.
As for how much, it depends on your race and play style. Female majins recover from stamina breaks 100% faster which means they don't really care about getting stamina broken as much. Male majins take extra damage when below a certain amount of stamina, I believe 2 bars or less, so they would want the most. Everyone else is a matter of play style.
