Creative mode is in the same universe as survival mode. Planets were regenerated in some cases and no longer exist. The replacement planets are open for discovery. Warps are free.

Open the game in the 1.1 update, select creative mode. It sets you up with a ship and a home base to claim.
Claim the base (optional)
Hop in the ship, go to space press down and select the warp menu.
The right button on the D-pad will then select the nearest universe, which has a high chance of the planets no longer being named. At some point you'll have to talk to some aliens for a warp panel upgrade, but plenty of new planets are in warp range.
If it's too far press square to set a waypoint.
