Minekaze can get below 6km detection range and torps every 40 seconds. By the time torps reach the target it has maybe 10 seconds cooldown. Also you don't have to drop ALL TORPS AT ONCE. You drop one to force target to turn and then dump other two when he's a sitting duck.
And good luck evading shit in any low tier BB. The only way you can do so is by doing anticipation turn, but if the DD is smart enough, he'll just anticipate yuor anticipation and torp after you've turned.
