Nine isn't exactly a beginner character, since she plays vastly different than the rest of the cast. However, she isn't too hard to learn, so if you do want to use her then go for it. Also yes, she's always rated somewhere between top 3 and top 5.

There isn't a lobby up right now since everyone is either asleep/work/school/whatever, but usually during the evening or night there is.

Ragna, Tsubaki, Hakumen, Hibiki, and maybe Makoto probably. Out of those, Hakumen is the only real "non-standard" character, but even with him once you get past the very beginning stages, you do have to learn some basic stuff that you do with other characters.

If you do want to roll with Nine then you might as well go for it. Her execution is very easy, it's just that she doesn't really teach you the game very well since her normals are long with no hurtboxes, her combos work differently depending on what spell you want, and some other stuff.
