All blue emblems are fairly rare, there's one for each arc sub-class, but that's generally not something easily accessible to people that are bad in PVP. And if a person hasn't been a member of the old halo forums to get one of the legacy ones, their choices are essentially the extremely small number of vector graphic based shop emblems (Omolon, cyclops, etc...) If you want something with a little more texture the list gets even shorter. And only requirement being to stream would makes it somewhat easily obtainable for most people.

By the way, you should expect SRL and April update to bring a crapton of new emblems with retarded requirements like that, with D2 coming and a possibility of a full refresh being pretty real at this point, bungie is probably going to give us more of the shit that can transfer to D2, which would mean Emblems and shaders.
