I think with the way Reyes is now as Reaper he would eventually win against Jack. Jack doesn't have enough stamina to keep up with Reyes being able to get up and keep moving with the way he is now.

Reyes wouldn't really be able to beat Jack. But Jack would certainly collapse to exhaustion. They would basically beat each other until they both stop moving.
