Before the rework he had an actually ok laning phase as a support, his passive was good for trading, Q was poke and sustain, W let him had some damage mitigation here and there, and E being magic damage helped a bit.

Right now his CDs are so fucking high at early lvls that is really hard do justify picking him over Alistar or Leona. He might be a better peeler now than before the rework, but he's a lot more stat dependent. Even if those stats are HP and CDR (fairly easy to get as support).
