Why not? Most small to medium business companies are forced to use Windows because they work on management softwares which only work on that OS. You don't usually see up-to-date equipment and managers want something that is cheap, reliable, easy to set-up and to mantain.

It's because zeroth law boards are harder to get rid of. People can just run in and upload a law 4 one-human, similarly, someone else could just run in and upload a reset board and the law's gone. You are not obliged to follow a law that is inconsistent (in your example, the "AI" would have simply given the choice to prioritize whichever it wants first and still be following the "clean your gun, clean you shoes" lawset. AI's are not soldiers following ordeers, they are computers following some paramaters.)
Furthermore, because laws are not actually algorithimical ( A robot may not injure a human being or, through inaction, allow a human being to come to harm is a statement that cannot always be followed as an algorithim, it's a parameter in the AI's behaviour) in anything but in the order they should be read, having a definition in there makes perfect sense.
