P4A was region locked, nobody was reverse importing that shit. The reason it was region locked was because it came out simultaneously in the west and Japan, and it not only had dual audio, but dual text as well. It's understandable that in a situation like that they'd fear reverse importing, but they're not pedantic enough to worry about a game releasing six months later with english text only that isn't fully voiced being reverse imported. And P4A's localization was developed by Arc System Works in conjunction with Atlus USA, and since it's the sole Atlus USA title to have dual audio, it's highly likely it was ArcSys that footed the bill for it.
Atlus JP's biggest crime is not being capable of a simultaneous localization, which in all fairness is something that the majority of Japanese developers are guilty of. This is the fact of the matter. A few diehard seiyuu fanboys on the internet are not the majority of the english speaking player population, most of which either don't care or actively prefer the english version.

They've done focus studies on this shit over and over. People prefer english versions to Japanese in all fields be it anime or games.

And unless a game comes out in both regions at once, in which case it usually has dual audio in both versions, it's typically english only. Putting in two voice tracks for a game that orignially only had one is extra work they probably don't think is worth the effort.

For example, the .hack series. The original 4 games had dual audio because the orignial Japanese had two audio tracks, a regular and a gag track so they used the extra space from the other track to fit the Japanese track in because there was another track in the audio files anyway. The sequel series however, was English only because there was only one audio track in the Japanese version.

I'm pretty sure most RPGs coming out don't have dual audio anyway.

You have to take quality into account though. Would people prefer dubs to subs if scripts were always well localized and the voice acting top notch? Yes, absolutely. I think everyone would. But good dubs are uncommon due to a variety of factors, hence all the dual audio fags. I'd honestly rather listen to mediocre Japanese performances than mediocre English performances because then at least I'll have a harder time noticing any deficiencies with the acting. It's much easier to say that a script sucks or a line was delivered awkwardly when it's your native language.

How does gun ownership and law regulation work in Japan? Adachi and Naoto are both detectives, and both have a gun precisely because they are detectives, but is it realistic, especially in Naoto's case since she's a minor?

Following that logic, Goro should have a police gun too, doesn't he? The gun he uses when he is in armor is likely real (unlike the fake guns the PT use), and it was probably given to him by Shidou himself, but what about the golden gun and the hypothetical police gun? I don't know why I have the feeling he carries them both in his suitcase (by the way, it drives me crazy how the suitcase appears many times throughout the game but without any purpose at all. Why have him carry it everywhere if it's nothing important? Maybe the suitcase really is completely irrelevant, but still.)

There's a fair few NPCs that still mention him (and apparently the TV station guys are trying to get ahold of him and Shidou for a comment on the PT's broadcast hijack), and one Kaitou Channel comment that's just someone screaming for him to make an appearance.

One NPC mentions that she heard Goro "left," and apparently all mentions of him were scrubbed from the internet, so it's likely that the guys involved in Shidou's conspiracy are pulling strings regarding him (since as far as they know, he ditched them after failing them because Joker survived), but there's still a few people that talk about him.

As far as the resemblance goes, if you compare both of their "true" expression sets, they actually kind of resemble one another. Their real personalities have a bit in common too.

AnH doesn't count, it was a mistake in general. Rotoscoping can be done well, and the actors they used didn't look that bad. They just decided to make it look like shit.
