Vector and Big exist, so there's no reason why all Sonic characters should be built the same. A character like Razor should be built closer to Vector, not like an aquatic knuckles.

People need to stop thinking of Sonic comic characters in terms of major character development. Even the Freedom Fighters and other characters they basically have free reign over are better off as fleshed out but mostly static characters that contribute to their story based on their role instead of having any deep character development. It's a combination of the tone of the source material, plus the fact it's only a monthly 20-page comic, plus the fact that the primary target demographic has a relatively quick turnover. All three severely limits the amount of character development the comic can have.

Yeah, during the Dark Ages a bunch of plot and action took the backstage and it felt like nothing was happening. But that's because it took a backseat to soap opera relationship drama rooted in character development. Yes it was character development in a negative way, but you're delusional if you don't think it was character development. Characters changed. Characters evolved. Characters started acting differently. It was bad, but it still happened. When the plot started moving again, it was because the character development drama took the backseat to action-based plots.

Let's take 175 and its pre-HoC fallout as an example. A bunch of plot happened. Tons of it. Lots of shit happened. But there was absolutely no character development whatsoever. Sonic was the same character. Robotnik was the same characters. Same with Sally, same with Elias, same with literally everyone else. Even Nicole was the same character, the only thing that changed was she got a shit-ton of nanites under her control. There was tons of plot development but no character development.

Good writing is better than both and you don't need character development to have good writing. Characters can stay developmentally static for years upon years and still result in interesting stories, because there are enough characters right now that you can scramble them all up and produce new and interesting situations without altering any of those characters.

Good character development sure but bad character development ruins otherwise good stories. Bad character development is only entertaining in the sense of laughing at it and cringing at it, not being legitimately entertaining, and now that the comic is firmly in the "all-ages action comic" mentality character development is more likely to simply get in the way. Perfect examples are Sally and Nicole right now. Yeah I can see that they're trying to do long-reaching character arcs with both that may lead to something good down the road, but right now they're both pretty bad and they're going to stay bad for years. A better mentality would be to focus on solid action plots, build characters as being interesting and useful right now, and save character development for more spread out, subtler accents to an already-good story.

And you're basically arguing two different things and pretending it's just one thing, so whatever.
