Sombra's hack has longer range than Mei's freeze. As Mei, you basically have 1 second to react, spin to find Sombra, and hit her with an icicle to stop her hack. Factoring in a quick .2s reaction time, .4s to charge her icicle, you get a .4s window to aim.

The new, slower charge gen punishes bad players who use their shields wrong the most, while her buff to the left-click rewards players with good tracking that use the primary fire rather than just the alt one. With the change to ult charge times you really need to be on-point with your charge levels and damage output if you want to get your ult in reasonable time.
