Then in that case I would say the issue is that some script in using skills is called by skill itself, which the enemy AI doesn't need, so it never gets assigned to enemy only skills. Might have something to do with Skill Affinities, because SMT games have never been programmed like that before.

I don't really understand the point of elementals, since it seemed to me the last time I looked at it that it screwed up the existing skill set. Also Mitamas are fucking expensive in stones holy shit.

Fuse two demons from the same clan to get elementals

Pixie with High Pixie for an Aeros is an example
Theycan either rank up or down a demon of another clan
So Aeros with a demon from Yoma, Fallen, Beast ,Jirae, Night, and Haunt will net you a demon that is from that clan but one stage ahead.

So Aeros fused with Lilim(starts at level11) nets you a Fomor(starts at level 18)

Combining elementals with other elementals nets you Mitamas.

Mitamas will only ever raise the stats of any demon they fuse with instead of ranking up/down the clan ladder.

You can think of Mitamas as being something like incenses. They are also great for passing down moves.

Nyx I believe is the easiest way to get Debilitate with little noise, so you can try to get that and fuse it with some freshly recruited garbage with just a few skills to lessen the noise.
Debilitate is all you need, Meditate makes Brosoujou more than able to keep up with the cost, and then he learns Prayer.
On top of Debilitate you should try to get a buff in there, Rakukaja or Sukukaja would be for the best.
That leaves ~3 skill slots to fill out with Mitama.
If you're going strictly magic, Wind Cutter/Bolt Storm/Glacial Blast would be good, but you can drop Wind Cutter for a Boost or Makakaja, if not, the standard Focus/Pierce/Tarukaja.

It's Arc System. They wanted to make something akin to BlazBlue's story structure. However, in BB each character has a different story and they only intersect in some points, having completely different story branches and endings.
