Obviously there's big boss Illidan at the top of things and you have guys like Kayn who is/was in -some- kind of position of power, but is there any kind of real formal grouping of say 'Commander > Captain > Lieutenant' or anything of that sort? My super casual wife who bounces between half a dozen characters just got her 3rd Legendary. All were on different characters; this one on a Shaman that she leveled to 110 two days ago.

Meanwhile, I play only two characters and have played both of them everyday since the start of Legion. The closest I've come to a Legendary was when I saw a flash of Orange but it turned out to be a Legendary Follower Item (which was extremely disappointing).

I know this topic is old hat. But I really need to say that aspects of an MMO that form a meaningful portion of your power progression should not be a slave to randomness. Given the nature of random distribution, over millions of players, some will have 100 Legendaries while some others still have none.
