Every ASW game does, even when they have 30 something characters. CF has like 70 fucking stages or something with all the previous game's stages selectable. KoFXIV has completely unique stages for all 16 teams plus one boss variant.

SFV launched with 9 and now has 19 including variations. Ostensibly there should be Akuma and Bison stages coming which would bring it to 21 with 23 characters.

Most people think it's just the "casual appeal" to be lacking in the form of missing single player content but I think the real issue of SFV is that its rushed nature may have afflicted every aspect of the game, not just some missing Arcade Mode.

Online infrastructure, netcode, weird hitboxes, low-quality stages, hit and miss character designs and models, built-in input lag... this game needs a really big rework in general, rather than simple but uneffective QoL updates and patch fixes.
