Okay, here's how it "really" works. They're doing that because they play in a shitload of lag all day and that's the only strategy that works in that kind of awful situation. If it makes you feel better, their strats don't work at all in real life.

Anyway, like anon said, walk them into the corner and don't let them out. This is going to be the type of thing where you have to learn what ranges your character is good at and what buttons just beat their moves. It doesn't have to be perfect, these people are complete shit at fighting games, just do more damage than them over time.

If you find yourself behind in life, don't get risky, they have built up their strat against that specifically. You should only take risks if you are sure they no longer think you're going to take them.

Really, it's just proper spacing and low level mind games. I recently started playing USF4 on PC again and the highest ranked Seth player (23000 BP, average player has maybe 3000) is literally just jump back constantly and relies on U1 for damage burst during his bullshit shenanigans. Just don't play his game, play the game's game.

Except it's not because jab/other normal AA does nothing to deter jumping. Only characters who have a DP can deter you from jumping with actual damage.
