Your MO as Winston is basically always to be annoying. Prioritize healers and as soon as they start focusing you jump out and go get health. A good Winston can stay alive forever a bad Winston jumps in drops a shield and dies doing nothing but tickling the enemy.

It's all a stupid discussion anyway. D.Va's Booster doesn't reset until it is cancelled or the 2 second duration has elapsed, with a 5 second cooldown. Winston leap has more raw speed, and is on a 6 second cooldown the instant he uses it. And leap doesn't interrupt tickle damage and vice versa.

Frankly, real(key) Winston players don't care about D.Va and are not going to be slowed by her presence in anything but a marginal way. Just put a tiny distance from D.Va's fire and she simply doesn't have significant enough damage to not be mitigated by shields and supports. All D.Va has to offer to counter all of her massive downsides is a couple of seconds of D.Matrix, and when you are 1/6th of your team that's just not enough.

There are a significant number of other heroes that would create more difficulties for Winston and his team, and this is always generally true of D.Va.
