None of the departments gain anything from being interacted with (except Mining).

Science doesn't give a fuck about Medbay because they don't get anything in return. Cargo doesn't WANT to deliver your crate because they don't even gain money from it (in fact it comes out of their pocket if you didn't physically go to Cargo to order it). Even the botanist couldn't give less of a shit about the rest f supply if there wasn't a window between them.
