vegetas questline to unlock super saiyan unlocks at level 30. Always go to Gurus house as soon as it's under attack. The experience from the quests is amazing and you need to do the first 5 of them to unlock 125 max stats.

After every mission talk to the majin behind the item shop, the girl with the cape beside the clothing shop, and the pink hair girl on the road in front of the school for a good chance to get food from each of them to give to buu.

I'm blaming it on lack of proper direction that's known to be an issue with the dubs of these games. I think Sean got slipped a note that said "GOKU BLACK, AN EVIL GOKU." and then did 'an evil Goku voice' without knowing much of anything about the character. Sean respects Masako more than anyone, and he's very good at pattering his voice after other actors as seen with any of Goku's fusions. Once he gets PROPER direction (and perhaps a Zamasu actor to pattern his voice after), I have faith that Black will sound much better and more true to character.
