Horde - Trolls - there are several tribes of trolls that have Paladin like NPCs and hostile mob units.

Alliance - can't decide between night elves or worgen. They're both have druids and mages. Night Elves are far too ancient to not be shamans by now. Worgen are cursed humans. So I don't know if the curse that opened druids up to them could also be used to open shamans to them.

Go to warcraft logs.
Look at any Mythic raid fight.
RestoShaman is always fairly far down the list, and they are always running Torrent.

If it was a pvp nerf it should only apply to pvp, because it's the strongest pve talent as well due to how much of our healing is in Riptide. RShaman is already bottom barrel heals in terms out numbers, they really didn't need this nerf.

Look at Nythrendra for a better picture. There aren't enough frost parses in Mythic for a good overall comparison, but Nythendra shows just how truly bad Frost is right now.

Our scaling is terrible.

We're going to be getting % buffs every major patch because blizzard is too lazy to fix the scaling issues with both Frost and Unholy (and Frost is even worse).

We'll have to see, but it only looks like a 3% damage buff, and doesn't address the energy problems.
Interestingly though, even though Ghostly Strike was the only talent to get a damage buff, the other talent in that tier (the +% chance to double strike) may be better now thanks to the saber slash buff.

The thing that makes me sad though is they're not going to bother changing it anymore now that they've "fixed" it.

After the hotfixes, Frost was mid-low. Just about the same level as UH.
