Higher level = higher drop rates and drop chances.
This is proven by how higher level quests have almost abysmal chance to drop nothing when compared to lower level ones.
Lv.90 quest have like 5 drops from the Servant boss, which means you get 5 tries per run with maximum rates.

tl;dr Just farm the hardest quest you can consistently clear while farming whatever coins you currently need.
