To be honest they had to pay Jun Fukuyama to actually say something at some point, otherwise that would have been such a waste. I don't know about Yu's VA in the Japanese dub but at least in P3 MC, Ryoji and Pharos were all voiced by Akira Ishida so it wasn't a waste of a famous VA.

Well no, even at the final dungeon if you are just trying to grind up in prep for NG+, Ryuji's ability will make it take way longer. Because it works counter intuitive to abilities like Hifumi's which reward double cash on turn 1 victories that start on chance.
